Provide effective management and administrative support to the department.

- To carry out the political mandate of government.

- To ensure effective and efficient provincial housing-assets management and support to the Rental Housing Tribunal.

Facilitate, monitor and support accountable, sustainable governance.

- To provide management and support services to local government within a regulatory framework.
- To monitor and support municipalities to ensure they are financially viable and sustainable.
- To manage disaster management at provincial level to facilitate the establishment of effective disaster-management mechanisms.
- To monitor and support the implementation of free basic services for indigents.
- To establish and promote the department as the principal structure for intersphere engagement with municipalities.
- To provide management, administrative and logistical support in the implementation of Project Consolidate.
- To implement the Community Development Workers' programme to enhance participatory democracy
